In 1996 DE&T’s Victorian schools maintenance manager engaged Hammond Street Developments (HSD) to develop a software auditing tool for the department to assist with the PRMS Audit (Maintenance Audit for 1700 Victorian schools). The tool was further developed and used for the 2000 and 2005 PRMS Audits.
The project involved a physical audit of the maintenance condition of all DE&T buildings, the development of two software programs (one corporate and one school based) and the provision of training, documentation and project management services.
The 1995 PRMS maintenance audit identified and prioritised the maintenance needs of all schools across the state in a consistent manner. It provided the Department with an invaluable tool to analyse and plan its maintenance program both on a statewide and an individual school basis. Schools planning their maintenance activities at a local level have also used the resulting audit data.
The success of this automated process has been outstanding and has delivered incredible results. By giving DE&T management the most intricate level of detail at their fingertips, they have been able to take back control of their maintenance budget.

On completion of the PRMS 2000 Audit project, HSD realised that there were no other commercial systems in the market that could be used for auditing of this kind As a result, HSD and the DE&T formed a partnership to provide these latest technologies and methods to the Facilities Maintenance industry. The automated system, allows for the capture of the most intricate level of detail in all schools. The use of a ruggerdised Panasonic laptop as opposed to a PDA’s, allows for the deepest level of detail to be obtained. Independent auditors, controlled by stringent business rules, guarantee the credibility of the audit findings with the schools.
