Modernisation of National Register

Business Need

After a successful tender response, HSD embarked on a project to replace an outdated national register system and public facing website.

The old system was no longer able to keep up with user needs and was unable to be modified in line with policy and legislative requirements. The system underpinned the sector that it was servicing and was used on a day to day basis by the individuals working in the industry.

The client also required a content management system that enabled more consistent publication of documents.

In addition, the system required the development of a data model and an API that allowed for the uploading and downloading of data by both government users, the industry stakeholders needing the system and the general public.


After an extensive requirements validation process with the client and the internal and external governance committees, HSD embarked on a project using waterfall project management methodology to develop the new system that contained the following components:

Content Management System.

The content management system (CMS) was developed using a heavily modified version of the product – AuthorIT. One of the major requirements of the client was for the CMS to have structured authoring rules in line with the relevant policy and to help drive consistency and streamlined access across all published documents.

In addition to the published content, the CMS also handled other aspects of the documents such as metadata, historical information and a notification system that notified users of changes to subscribed documents

Public Website/National Register

The public facing website or the national register was the public facing portion of the system. The site was the authoritative source of information for the sector and as previously mentioned, had to meet its legislative obligations.

The website itself was a fully searchable database containing the downloadable documents from the CMS and details of the organisations that have been approved to operate in the sector.

The website also contained other functionality such as but not limited to:

  • Canned reporting on a subset of the available data.
  • A subscription service that allowed users to be updated when relevant documents or organisations were updated.
  • A permissions driven dashboard which allowed authorised users to make changes to appropriate sections of the register.
  • A comparison tool that compared different versions of the available documents, giving users quick access to details of the changes made between releases.

Web Services API

The web services API allowed users read only and write access to the national register database depending on their requirements and position within the industry. The read only access allowed users to connect directly to the system and download any of the required information contained within.

The write access was given to organisations within the industry that had a specific role in the day to day management of the national register and the data contained within. These users were predominately State and Territory Governments and also Federal Government organisations. However, the write access only gave users access to edit the data in which they were directly responsible for. All other access to the system was read only.

Following the launch of the new register, the website saw a massive increase in the number of visitors. The previous register was averaging 32,000 visitor per month, while the new site is now averaging over 176,000 visits per month. This demonstrated the day to day importance of the system itself.

Since the launch of the new system in 2011, HSD has also worked with the client since its inception to provide the hosting, maintenance, support and enhancement services.
